Provided
assistance to Texas State University
(formerly Southwest Texas State University)
in acquiring and implementing a new campus
administrative financial system. Assistance
includes the following specific tasks:

Developing
a Request for Offer for ERP financial
software and associated implementation
services.

system functional and technical requirements.

Developing
business case scenario scripts to be
followed during vendor presentations.

Managing
vendor presentations.

Developing
a formal evaluation process to be followed
during the selection phase.

Supporting
the Evaluation Committee in evaluation
and selection.

Offering
contract negotiation assistance and
support.

Facilitating project
reporting process required by State
of Texas oversight agencies.
Texas State
University also engaged STA in November
2003 to conduct a Return
on Investment (ROI) Study on
the FAS (Future Administrative Systems)
Project. The study formally documented the
tangible and intangible benefits of the
FAS Project, evaluated benefits against
the project investment, and allowed management
to better focus on those areas where the
return on investment was highest for the
project.
Using its
proven ROI Methodology, STA gathered the
required information using a combination
of interviews, surveys, document research,
and best practices benchmarks. STA
accumulated all of the costs for the new
system as well as the systems being replaced
and determined the business process improvements
that the new system could reasonably be
expected to bring. After gathering this
information, STA performed financial analysis
using common investment factors based on
an eleven-year planning period. The results
were validated with executives and staff
at the University and showed a positive
return on the University’s investment.

Harper
College |
STA,
through a partnership with the Government
Finance Officers Association (GFOA), provided
advisory services to Harper College
during its acquisition of an integrated
Enterprise Resource Planning (ERP) system
and Student Information System (SIS). Harper
College is a fully-accredited, comprehensive
community college in the Chicago metropolitan
area. In 2004, Harper College served over
37,000 credit and non-credit students during
the summer, fall and spring terms, making
Harper one of the largest community colleges
in the country.
Services provided to the College
included:

Developing
the College's Request for Proposal (RFP)
for Integrated ERP software and associated
implementation services.

Finalizing
system functional and technical requirements,
specifically for Student Administration,
Registration, Student Financial Aid,
Student Accounts, Campus Activities,
and Development. STA compared and cross-referenced
the College's requirements to its database
repository of functional requirements,
clarified existing requirements, and
provided additional requirements for
key functionality that was not considered
in the first draft.

Developing
business case scenario scripts to be
followed during vendor presentations.

Managing
vendor presentations to ensure they
were conducted in accordance with presentation
guidelines and followed the demonstration
scripts.
-
Assisting with research
on similar higher education implementations.
The College commissioned a report from
the GFOA to be based on interviews with
higher education institutions that have
implemented traditional financial and
human resources ERP functionality concurrently
with student information/administration
functionality. STA assisted in development
of the interview tool and contributed
lessons learned from its prior enterprise
implementation experience.
