services to Los Angeles County, California,
through a partnership with the Government
Finance Officers Association (GFOA). With
a population of approximately 9.8 million
people, an annual budget of more than $16.2
billion, and 95,000 employees in 38 departments,
Los Angeles County is the largest County in
the nation. Advisory services for the County
included:
- Documenting the County’s existing
business processes and developing business
requirements;
- Confirming the business requirements
with all County departments;
- Mapping the County’s business
requirements to business functionality
commonly found in major ERP systems;
- Developing and issuing a request for
proposal for the acquisition of new ERP
software and associated implementation
services;
- Developing a proposal evaluation approach
and software demonstration scripts to
be followed during vendor presentations;
and
- Conducting contract negotiations for
the software licensing and implementation
services agreements.

Tarrant County,
Texas |
Provided
quality assurance and change management services
for Tarrant County, Texas
in its implementation of a new ERP system.
These services were provided under a subcontracting
agreement with Maximus, Inc. The new system
will provide fully-integrated financial management,
purchasing, asset management, human resources,
and payroll administration functionality for
all County departments.

Assisted Bexar County, Texas in performing a needs assessment and requirements definition study for a new Financial Management System to include general ledger, accounts payable, accounts receivable, budget development, cash management, grant and project accounting, procurement, asset management, and warehouse inventory functionality. Additionally, the study included the development of technical, reporting, data conversion, and interfacing systems requirements.

Texas Conference
of Urban Counties |
The
Texas Conference of Urban Counties
(Urban Counties) is a non-profit organization
composed of 35 counties that represent nearly
80% of the population of the State of Texas.
The member counties are combining their resources
to undertake a number of information technology
(IT) initiatives. STA has assisted in
establishing a project management office (PMO)
for coordinating those initiatives.
Going forward, we will assist in operating
the PMO.
The first of the Urban Counties’
joint IT initiatives is the development and
deployment of an integrated justice information
system (IJIS) that will serve the needs of
each participating county and will be designed
in such a way that information can be easily
shared not only by the participating member
counties but also with entities not using
the shared system (e.g., state agencies of
Texas, other states, federal entities, etc.).
The system will be based on state-of-the-art,
open technologies that are Web-based and conducive
to sharing information with a variety of systems
over the Internet via XML in near-real-time.
We assisted in selection
of a vendor to lead the design effort for
the integrated justice system. We facilitated
the vendor-selection process by assisting
with:

Preparing a request for
offer (RFO);

Developing a vendor-evaluation
process;

Evaluating and selecting
a vendor;

Negotiating a contract;
and
-
Providing independent
project oversight.
