City Of Houston |
The City
of Houston, the fourth most populous
city in the nation, engaged STA to provide
consulting expertise as it considered upgrade
or replacement of its existing enterprise
financial and human resource systems. STA
worked closely with the City as a partner
in refining its system requirements and facilitating
the evaluation of proposals for ERP software
and implementation services.
Services provided to the City
included:

Developing a formal evaluation
process to be followed during the evaluation
process;

Facilitating working sessions
with City subject matter experts to elicit
system requirements;
-
Developing the document
to request revised vendor proposals in
accordance with the City’s requirements
and scope of services;
-
Facilitating the evaluation
of proposals submitted for ERP software
and associated implementation services;
-
Preparing fit/gap analysis
of proposal responses to business requirements
(i.e., proposed system functionality vs.
City’s requirements);
-
Preparing detailed cost
analyses and building total cost of ownership
estimates (including cost of support organization,
change management, training, backfilling,
etc.) for each vendor offering;
-
Developing a reference
questionnaire and conducted reference
checks on vendors;
-
Developing detailed demonstration
scripts (mapped to the City’s requirements)
to be followed during vendor presentations;
-
Facilitating the vendor
presentations in accordance with the demonstration
schedule and scripts;
-
Supporting the City’s
project management in contract negotiations;
and
-
Providing guidance to
the City in developing the implementation
strategy and project plan, including team
organization, roles and responsibilities,
milestones and deliverables, and implementation
schedule.

Los Angeles World Airports
|
Assisted
the Los Angeles World Airports (LAWA)
in requirements analysis, procurement support,
and contract negotiations to obtain implementation
services for the SAP Plant Maintenance, Fleet
Management, and Business Warehouse components.
Also developed requirements and provided procurement
support for the acquisition of SAP upgrade
services to move to the new enterprise edition
of SAP R/3. The upgrade involved a complete
review of the current SAP configuration and
major business process reengineering services
in the Human Resources, Payroll, and Purchasing
areas.

The City of Fort Worth selected STA to provide consulting expertise in the acquisition of an enterprise resource planning system for its financials, procurement, and human resource/payroll functions. STA is working closely with the City to:

Facilitate working sessions with City subject matter experts to identify functional and technical requirements;

Create a request for proposal in accordance with the City’s procurement rules and desired scope of services;
-
Develop a formal evaluation process to be followed during the evaluation process;
-
Facilitate the evaluation of proposals submitted for ERP software and associated implementation services;
-
Develop detailed demonstration scripts (mapped to the City’s requirements) to be followed during vendor presentations;
-
Facilitate the vendor presentations in accordance with the demonstration schedule and scripts;
-
Support the City’s project management in contract negotiations; and
- Provide guidance, recommendations, quality assurance and oversight with respect to the software implementation.

Assisted
the City of Round Rock, Texas
in the development and issuance of requests
for proposals for a new integrated financial
and human resources system, and for a utility
billing system. Also estimated total
project costs and assisted in system evaluation,
selection, and contract negotiations.

for software and implementation services associated
with a new integrated administrative system.
The new system includes the following functionality:
human resources, payroll administration, general
ledger accounting, accounts payable, accounts
receivable, cash receipting, purchasing/inventory,
grant/project accounting, contract accounting,
asset management, budget development, utility
billing, work order and fleet management.
STA also provided quality assurance services
for the project's duration.

Houston Metro |
The Metropolitan
Transit Authority of Harris County (Houston
METRO engaged STA in September 2006
to conduct a Business Case Analysis Study
to assist the Authority in determining whether
there was a compelling business case for consolidating
its multi-system IT environment that supports
its financial, procurement, and human resources/payroll
functions onto one enterprise-wide Enterprise
Resource Planning (ERP) platform.
STA applied its proven Business
Case methodology to evaluate the cost of acquiring,
implementing, and operating a new ERP system
against the potential benefits that could
be realized from the implementation to include
(1) avoided system costs (i.e., retiring existing
systems and not implementing planned/ anticipated
systems should a new, replacement system be
implemented), and (2) process- improvement
benefits.
In conducting this
study, STA performed the following tasks:

Worked with METRO personnel
to formulate a vision for a single, consolidated,
integrated IT environment based on an
entity-wide ERP system
-
Interviewed key METRO
management personnel and IT stakeholders,
as well as conducted a survey, to collect
data necessary to estimate system costs
including: (1) Costs that would
be incurred to operate, maintain, and
enhance/ upgrade certain existing systems,
and (2) Costs that would likely be incurred
to implement, operate, maintain, and enhance/
upgrade planned/ anticipated systems,
assuming a new system was not implemented
-
Interviewed key METRO
management personnel and process stakeholders,
as well as conducted a survey, to collect
data necessary to identify and evaluate
business processes improvement opportunities
that would likely be realized from the
implementation of a new entity-wide ERP
system
-
Performed standard financial
analyses of the estimated dollar-quantifiable
costs and benefits of the implementation
(e.g., Net Present Value [NPV], payback/breakeven,
Internal Rate of Return [IRR]), and also
took into consideration intangible (i.e.,
non-dollar-quantifiable) benefits that
could potentially be realized from the
implementation of a new, enterprise-wide
ERP system
